:: International Performance Measurement and Verification Protocol (IPMVP) 2012 edition now available
The Efficiency Valuation Organization (EVO®) announces the release of its 2012 International Performance Measurement and Verification Protocol (IPMVP®).
This updated edition of the 2010 IPMVP Volume I (Concepts and Options for Determining Energy and Water Savings) continues to make the protocol more useful to a global audience by responding to comments from around the world. Highlights of changes in the 2010 edition include additions of new terms: “operational verification,” “owners project requirements for M&V,” “monitoring and targeting” and a Catalonian section to the Spain section of Appendix C.
The 2012 IPMVP is now available for free download on EVO’s Web site. Further information could be found under press release too.

:: Hospital manager meeting from Moldova region
On the 08th December 2011 a meeting with managers from hospitals from Moldova region has been organized in order to extend perception of EPC in this sector.
The Directorate of Public Health Iasi has held on the 8th December 2011, at the county Hospital Sf. Spiridon, a meeting with the directors of the Directorates of Public Health in the area. During this meeting the Romanian Energy Regulatory Authority (ANRE) dedicated to energy performance contract - a new funding mechanism for energy rehabilitation of public buildings.
The contents of the meeting were the EPC concept, advantages of EPC usage, case studies on the application of EPC in European hospitals as well as the stages of preparation for the selection of ESCO. ANRE invited two ESCO’s that showed the successful projects they have implemented.
The participants at the workshop were hospital directors from Bacau, Vaslui, from the Sf. Maria and Sf. Spiridon Hospitals, Iasi and directors of the Directorate of Public Health Suceava and Botosani."
:: Results of the international workshop on the Climate Mitigation Potential of Energy Efficiency in Brussel
How can the "sleeping giant" of energy efficiency be awakened? What steps need to be taken for the EU to meet its own target of a 20% increase in energy efficiency by 2020? What can the EU Energy Efficiency Directive, proposed in June 2011 by the European Commission, contribute to reaching this goal?
In order to answer these and other questions, Ecologic Institute organized an international workshop where BEA presented success stories of Energy Servises within the framework of EESI. This workshop already took place on 9 November 2011 at the Permanent Representation of the Federal Republic of Germany to the European Union in Brussels.

Conference Invitation - Facilitating Investments by Energy Saving "Measurements"

EBRD 10 million Euro loan
On the 21st of July, 2011, EBRD has granted to the EnergoBit ESCO, member of the EnergoBit Group from Cluj, a 10 million Euro loan, that will be used to finance energy efficiency projects, mainly within the Romanian public sector. The financing includes public lightening works, cogeneration systems for industrial clients and for the public sector.
This new investment is part of the EBRD strategy for supporting Romania’s effort to conform itself to the EU standards regarding energy efficiency. “A growing demand for ESCO services can be seen in Romania. Through this loan to EnergoBit, we contribute to Romania’s goal to reduce energy consumption by 20% by 2020, because ESCO projects play an important role in achieving this objective”, declared the EBRD Director for Romania, Claudia Pendred.
The EnergoBit Group from Cluj is one of the leaders in the electric engineering field in Romania, with a number of 17 companies and over 800 employees nationwide. “We consider this contract as a major achievement for the EnergoBit Group, contract that will allow us to expand our energy efficiency activities. Based on EBRD financing, to which we add our 2, 5 million Euro contribution, we can today provide solutions for those clients that wish to undertake projects with high energy savings potential, but could not implement them because of lack of financing resources. EBRD’s involvement in financing ESCO projects is also a message in itself, that confirms the importance of energy saving, in fact, the cleanest form of energy”, said the Vice-President of EnergoBit Group, Peter Pal.
New guide on the Energy Efficiency Directive
Eceee published a new guide in its popular "Steering through the maze" series. The new guide – on the Energy Efficiency Directive – provides a simple summary of the Directive’s contents as well as guide to the path of approval through EU’s institutions. The guide is complemented by a new resource web page on the draft Directive.
The new eceee steering through the maze guide is the fifth in the series of guides on current energy efficiency hot topics, and is entitled "Your eceee guide to following the approval process of the proposed Energy Efficiency Directive" and so will be updated regularly as the proposal moves through the process.
The guide is complemented by a web page on the draft EED. Apart from summarising the Directive, the web page provides up-to date links to the views and web pages of other relevant stakeholders and serves as a comprehensive resource page for all things related to the draft EED.
Energy Efficiency Directive is now available !!
On 22 June 2011, a new set of measures for increased Energy Efficiency is proposed by the European Commission to fill the gap and put back the EU on track. This proposal for this new directive brings forward measures to step up Member States efforts to use energy more efficiently – from the transformation of energy and its distribution to its final consumption.

Competition for the best preparer of projects using the EPC method
A competition for the best preparer of Energy Performance Contracting projects has been announced for 2011.
The competition is organised by SEVEn, o.p.s. and ENVIROS, s.r.o. with support from Siemens s.r.o. It pertains to initiators of projects applying the EPC method who during the course of 2011 begin preparing such a project for their buildings, or announce the prepared project in the form of a public tender (e.g. in the form of announcement of tender within the Public Tender Information System).

Saving Energy in Europe: 15 Good Practice Case Studies
The European Environmental Bureau has compiled 15 schemes and projects which represent good practice on reducing energy use and increasing efficiency. By bringing this list together, the EEB wants to demonstrate how energy saving incentives/schemes introduced at different levels (state, borough, city etc.) can overcome some of the barriers and result in reduced energy use.
French workshop on Energy Performance Contracts

The French participants of the Changebest project are organising jointly with ATEE and others a workshop on Energy Efficiency Services and EPC in Paris. The workshop summarizes the most relevant informations on EPC in France including the presentation of existing best practice examples.
16 propositions to develop EPC in France
The report commissioned by the Ministry of Sustainable Development, Transports and Housing on the Energy Performance Contracts has been published in march.
The work is based on the contribution of multiple actors including RAEE, the French project partner of EESI project
The report gives - in the first part - an overview of the situation and sticking points in France.
He then proposed - in a second part - 16 measures to improve information and adapt legal and financial context.

Workshop "Facilitation of Energy Services and the ESCO market in Europe"
7-8 April 2011, Florence, Italy
The European Commission (DG Joint Research Centre) under its policy support to DG ENER organises a Workshop on the "Facilitation of Energy Services and the ESCO market in Europe" on 7 and 8 April in Florence (Italy). The workshop will gather about 100 key players including policy makers, ESCOs, financial institutions, and ESCO clients. The workshop results will be used to draw policy recommendations on how to enlarge the ESCO market in the EU. EESI will contribute to the Workshop with the elaborated analyses on European markets and political framework conditions.

Energy Globe Styria Award goes to IEC project
The annual winner in the category "EARTH" at the Energy Globe STYRIA AWARD (Austria) is the Landesimmobiliengesellschaft Steiermark for enabeling energy efficiency in their buildings with the newly developed Integrated Energy Contracting (IEC) Model.
Within this project objects like the nursinghome in Bad Radkersburg the energy supply has been modernized and switched to renewable energies. Simultaneously energy saving measures on energy distribution, user motivation and thermal envelope have been implemented. Besides to the improvement of the energy benchmarks better comfort and reduced costs for energy and maintenance can be reached.
The Integrated Energy Contracting Model, which covers efficiency in demand as well as in supply, was developed in conjointly with the Graz Energy Agency.
Experience out of 8 projects proves the feasibility of this model. Additional to competitive prices for energy, savings of up to 30% for heat, 12% for electricity, 20% for water and 92% for CO2 could be reached.
